yeah, i thought at this too..anyway i think it balaces out in the end. i thought at the development points high lvl players lose comparing to what low level players lose..but still it balances out.
i beleive it's 1/3 rounded down of your total energy for one hour of study

My bad.. I didn't word it correctly.
Skill ranks as in.. the maximum level you would rank in skills.
You can't get rank 4 in shotgun when you have 3 level of intel.
