You WILL fail at times, no matter the crime. But when it gets easy you don't learn from it. There are 2 levels of easy lol. If it's just flat out maxed out then you get zip.

.1 would make intel too easy too gain, I've done that and only that between december and may, thats a few k's of crimes, now imagine some1 very active that decides to do that for 1 year?
