how about a Federal Gang Point Reserve? You sell your GP to the reserve for a set price, or one that fluctuates like property prices. The available GP is then sold from the reserve for a higher amount.

EX.

Reserve buys GP for 200 each.
Reserve sells GP for 300 each.
Reserve has 2000 available.

Gang A sells 500 GP for 200 each.
Reserve now has 2500 available.
Reserve now buys GP for 180 each.
Reserve now sells GP for 280 each.

Gang B buys 1000 GP for 280 each.
Reserve now has 1500 available.
Reserve now buys GP for 240 each.
Reserve now sells GP for 320 each.

Deters gangs from abusing the system because money is lost if you sell then buy back. No new GP is created the reserve only sells what is originally bought. Price could drop so low that it isn't worth selling anymore, keeping from gangs just selling and never buying. Takes money out of the economy since buy is always higher than the sell. Could close the reserve to selling GP to it if the reserve has too many GP (10,000 cap or something).

It means you only see the gang combat bonus effect when you have enough members in your gang to actually be able to declare war or be declared on.

Problem solved.

"Hey, put this gang outfit on so you look like you are in the gang!", says the gang president. "It will only be for a few moments."

The president proceeds to drive to the market, buy gang points, then spend them on upgrades.

"Hey, thanks for acting like you were in the gang. We want our outfit back now so no one can war us."

Gangs below 3 members aren't really gangs. They can't war, do org crimes, etc.

If gangs could upgrade their player slots with GP then this would make this idea work alot better.
