In some instances, yes. If there is a justification (no matter the source
if it can trace itself back to the game), and the person receiving the "punishment" in game does not attempt to remedy the situation (apologize, compensate, basically give into the terms set assuming they are reasonable), then definitely. That's his/her own fault.
If someone has attempted to take those measures (and has put forth some pretty good effort to do so) and is still being hit or the hit is without basis, then no.
