Concerning the time delay to jump districts of the city, I am not too keen on the idea. Your energy and action points are supposed to semi-simulate your character's time. If you want to be true to form, it should take energy or AP to jump districts. Since we've had district movement pretty much unchanged since the game started, would feel odd to make this change now.

Say you have to wait 5 minutes to switch a district. That means it would take 20-30 minutes to check most/all disctricts provided that the other person stays in one place.
