I've tried talking to him about all of his gang hopping but its useless the guy is like 14 yrs old and i think he has some personal issues but stealing is a violation in my book and deserves to be dealt wit in the proper manner...Daily online hosp's

You should still tell Zenith of this misdeed..She'll probably tell you not to give anyone that you don't trust access to the gang vault, or absolutely nothing at all, but it's worth a run to see if she'll tell that guy to give the money back.

I have to agree. This is not game mechanics they are exploiting, this is someone actually granting him permission to access the vault.

I'd say he's mimicking Triadboy, the 'legend,' except he actually succeeded.
