I don't think people should be able to restart for any reason. We all made choices in how we levelled, what we did etc in game. If you made errors, correct them as much as possible.
Instead of a restsart how about starting a second server.
Maybe something like AL hardcore. Features could include:
1) gang deletions through gang wars.( all PvP battles)
2) a bonus earned through online attacks( perhaps even credit based)
3) a Bosst to Int and End upon leveling
etc. etc.
of course we could coe up with more ideas for features im sure but this sounds like a better idea that restarting.

That's the only way it can be, in my humble opinion.
if you love climbing the ladder and want to restart, compete in gang wars. its a separate ladder from regular AL, and it doesnt directly affect your character. have at it. theres your restart. less work for the admins, more fun for us
Let 'em sell their stats down to 1. That can be their restart. :>
