And a far as selling them, you realize how many there are out there? Its not like you'll get 25k each for them. Not worth the effort for cipher. would rather he do something more valuable.

While admittedly I'm no expert on coding, sellable candy doesn't seem to be a very complex task, mostly copy and paste the relevant code from other items.

And as far as quantity - supply and demand have a way of sorting out a reasonable market price, so people can choose for themselves whether they want to sell or use the candy.

I know I personally would probably prefer the money, even if the price won't be quite as high as the clovers or candy canes...
