You get the event when they activate. They won't show on your ref list unless they log in however.

Here is my take on this.

I know some player don't check the forum everyday. They will definitely miss the contest announcement. A small notice somewhere could get the word out there faster.

deamer and r3coil must have left their referal links in pretty good places, as they have not logged in for 500 and 600 days but still have 1 referal each!!

If one of them has a userid of 12345 then they will get referrals. A lot of people type that in when signing up. Happened last time we had a contest.
