I found I always have incredible bad luck at crimes when I'm nearing level up.

I've noticed the same. I leveled up 2 days ago tho. The past 2 attempts were successful so I guess I just had bad luck for the first couple hours.

I've had similar results since my last level up... lots of grey fails. fortunately no busts.
