You should still tell Zenith of this misdeed..She'll probably tell you not to give anyone that you don't trust access to the gang vault, or absolutely nothing at all, but it's worth a run to see if she'll tell that guy to give the money back.

I have to agree. This is not game mechanics they are exploiting, this is someone actually granting him permission to access the vault.
