I think you are.

They way I see it is, it is hard getting good around here, as leveling takes a while, and you are always overpowered easily by many.

However, those that survive through this whole process and work hard get to be good players, part of the community, and stick around.

Those that quit because of the noobness effect would quit eventually anyway.

It is a natural filtering process.
