Any business is allowed to restrict who uses it, when they use it, and how they use it. You people need to freaking learn that. It is up to THE BUSINESS OWNER to determine who can and can not use their service.

If you're so well versed, link, explain, and prove that a business, LLC, or any other private organization is not allowed to decide who uses, or does not use their services. This is not a hospital, this is not law enforcement, this is a game.

As to the tax ID #, Regardless or whether or not this is a business, it's still a donation. It is not required, and the donations are used to pay for upgrades and maintenance to the servers. Also refer to the disclaimer for that information.
