No. Not once it's to a point. I'm at .29 with belt and .17 without. My fight results are no different with or without in storage.

It was never "coded into" the game, it means nothing. Only when you go over 1 does anything happen.

Mac is a idiot and doesn't answer the question I was questioning about it's beneficial effects for ranged users as I've already personally witnessed it's effect for me as a melee user.
