Well, just count the total dev points required to get rank 'x'.
Recover half of them and use for another skill.
I agree wtih you. Instead of using "skill level" as the transition medium, we will use the "development point" or the "total hour studied" as the transition base.
for example, rank 1 requires around 100 hours to get an A and rank 2 requires around 190 hours.
so, if we were to switch a level 2 shotgun to a level 1 evasion, the total hour added to evasion would be 145 hours (290 hour/2).
