I've put people in for 47 before, don't think I've seen a 48 yet, but you never know.
the higher level you are, the bigger hospital sentences you tend to get.
Maybe it's relative to how much you overkill them by... so if you kill them with a crit when they've got little HP, you get a large sentence.
Or alternatively, it's just a case of higher level, higher sentences, same as the jail sentences for getting caught.
