It's still relatively random. My bust % is only near 50%

What exactly is considered a 'crime'? Just the crimes page, or people caught busting people out of jail?
My best guess would be just a crime from the crime page.

Yeah, but some people bust out people who've been caught trying to bust people out..And dunno if that's counting as a crime or not.
I just did a 609 min bust...but it was for the guy attacking someone :/
