2 things:
-you would want to add a huge luck modifier for the flag holder, maybe have them unstoppable with full happiness and then carrying the flag would drain happiness and therefore they would get less and less strong

-you would want to make one district the designated game district, or make a new district just for the game. Otherwise the higher lvl's could just go hide in the underground once they have the flag.

good ideas. the flag would be heavy and when carrying it your stats are reduced greatly. I also love the designated district amendment.
IF someone goes to jail, they "hold" it while in jail and if someone busts them out, that person then gets the flag

I think it'd be better to have the flag as a crime. =] make it completely random whether you succeed. no stats involved. and jailtime on failing to capture the flag is 200+ minutes, maybe more. =D
why not start the flag with a random player at a low lvl say lvl 5, he can only be attacked by players up to 3 lvls above and so on so that a level 34 doesnt jump straight in and snaffle it, they have to bide their time and keep a track of who has it.
