There are no options to loan, you can join gangs that will help with houses, but to be honest the closest you come to loaning cash is going to Pantheon of Infamy, look up the most wealthiest people. And then write a long creative letter to them and beg for cash.

But thats just the short road to get a mail ban lol I guess all the people on that list have gotten their fair share of begging letters.
