I just saw this player in jail attempting to bust someone. So I was going to send them a letter telling them I'll bust them in a little bit but is showed their last actions was 59 days ago.

Unless he meant that he just saw them in jail and not with the "Tried to bust so-and-so out of jail" reason, that couldn't be what happened. And I assume that he would know better if it was the "caught in combat with" message.
