Here's a thought; Put the money for every hour of study you work..Make it a base price of $25-100 an hour, and let it roll from there. The game would get its money, and no one would be complaining about failing as a certain percentage because they wouldn't want their money going to waste.

IMO the skills are crap, and ruined the game in some ways. School was something you could see, increases in stats, not some mystery thing that makes you stronger. But to answer you question did not the Skills system replace classes.

In reality the costs seem extravagant but in a game where you can make 60-100k per day criming it doesn't seem that outrageous, especially since it takes 2 months or more to advance to the next skills lsvel

it is play money after all
