how bout finding items that you could use to modify weapons and these said modifications have skill requirements as well as cash to modify

i like it.. maybe you have a tiny random chance to find a mod material, then you can go to a mod shop, and pay the guy to mod it onto your weapon, and like dirk said, also have stat req to mod it.
