Ok, a problem I see with this.

In a gang war, if someone knew their online enemy could kick their butt, they'd just constantly move back and forth between two zones, giving them a 5 minute period to regain energy/health and then just turn around and travel that route again. Their attacker would probably be hopping around trying to find where they were, and as long as the target instantly turned around and headed back to the other district as soon as he arrives in the new one, he'd never be attackable. Gang wars could last FOREVER. Active players would just run around like this until their active enemies went offline, they'd then commence to cleaning out the lower level enemies that weren't online to keep traveling.

I'm not a fan of the taking time to travel idea. The price to travel takes a toll enough as it is, having to sit on my Sam while waiting to get to another district will just compound that frustration in my opinion.
