it actually makes it kinda fair for the lil guys. Making it to where you cant attack unless in fair or better would really suck cus it makes the advantage to the strong.

That would suck if we couldn't attack hideouts in serious or critical and it would suck even more if we could be hit in those types of conditions, i mean war is war but how would the defending gang be able to defend if they are always in the Er during war or cannot attack because their health is to low
