I understand the encumbrance code was put in to prevent exploitation of it, but I think the code is an exploit in itself. For active players, it does exactly as intended. Unless someone is willing to lose huge amounts of exp, they will not be encumbered.

However, for inactives, retirees, fed jails, it actually becomes an exploit and replaces the retirement district. Why are people put in the retirement district? So they don't get attacked. Why do people put their encumbrance rating way over 1? So they don't get attacked.

I think the code needs changed. Let those who attack someone with an encumbrance over 1 still get the same amount of exp, but perhaps increase the exp loss by the person encumbered. Or maybe there needs to be an even greater penalty for the person being encumbered.

The current system is flawed in the respect that it's just an exploit around the retirement district for inactives of any sort.
