The original owner of the game got killed and buried by Err when he got included. They decided that there wasn't enough power to split between 3 people.

I thought the story was that Zen and Err killed him and ate him to take his powers.

Well at first the three shared their power equally and Al was a claim place where instead of stealing cars you fixed them up for peolpe. But the one of the Admin became power hungry and their was a great Admin battle when it looked like he would win Zen and Err stuck him down. Because of this the game was altered quite a bit and now it is a crime game.
