when i was looking at the player list,i noticed that some ppl's location is unknown.
and some of them is only lvl 7.so i dont think they r at a place which requires more level.
then where r they?

They are most likely in the industrial district.

i found that if ppl r in the place differ from mine ,their location will be shown as unknown.
and most ppl in the beginning town,several in rurual,few in industrial district.
