I dont know, I think it being harder to bust yourself out makes more sense. Especially when you consider you'll start with no weapons or armor, so if you don't do the old 'tunneling out with a spoon' shtick, you have to knock out a guard just to get a weapon, and prison guards don't bring guns to places where prisoners are normally allowed to go (specifically for the reason of what would happen if they got jumped), so you have to use a lot of stealth and a bit of luck to manage to escape. Not to mention the fact that if you dont get your clothes back, you'll be making your way home in an orange jumpsuit.

Busting someone else out, you have the advantage of being armed, and you can always wait for the changing of the guard to make your entrance into the compound proper.
