both, but you lose more when you attack them and lose.

for example, i lost 235 exp the last time i attacked someone and lost, but the last time I was attacked and lost, I only lost 9.8 exp.

but you also gain some exp if someone attacks you and loses.

is there a level differnce that determines how much exp i lose if i attack someone and lose? for example if i attack someone theres no possible way id win.. lets say someone whos lvl 40 for example... would i lose a crap load of exp... or is the exp lose reduced since i attacked someone i had 0 chance of winning against anyway?

You get a bigger bonus if someone attacks you and loses, then if you attacked them and win.
