I agree. To most people playing this game, getting to lvl 22 may take more than a year to obtain, if not longer. A new District placed in the middle at around lvl 15 would be nice to most. Biggrin

Level 30 or lower I'd suggest. No real reasons. It just sounds right to me. :roll:
