It sounds great, having Jack Mort's gang randomly attack another gang's hideout and giving that chosen gang a chance to gain 100 gang points. A problem that I see here, though, is that this will just put more weight on those gangs' shoulders who are relatively new or are not really a war-prone gang. Perhaps may be having multiple strong, mediocre and weak NPC gangs randomly attack other gangs' hideouts around the same level as the NPC gang. I strongly believe that this would theoretically set the playing field straight to some degree and not just be an extra privilege for those gangs that can pwn this idea when it comes strolling along, with out even breaking a sweat.
