Ok, I think he means to say in that, the player admins would goto a gang created by zenith. If you were to ask a player admin a question about the game like axes damage versus rifle damage. The player admin would be able to test it out and tell you the difference. The player admins would have access to all weapons armor and so on.

Thus you could ask them about something and they would be able to test it and then tell you the results they found saving Zenith hundreds of mails.
