Like Dingus said, taking the test with 75% or 99% only get you better chances to pass but nothing more, a skill level is a skill level, no matter what % you took the test with.

Might not be a big difference for a level 1 but failing will drop you 4-9% and cost you the money again to test, plus the hours to gain those % again, knowing it goes up to a few 100 k's as your skill goes up, it can become expensive to try a lvl 9 five times.
