Since you can make make meth I reckon u should be able to use it.

Perhaps you could buy meth (off gangs??) and using it increases your happiness temporarily however afterwards (maybe for the next 4 hours??) your happiness doesn't rebuild as quickly.

It could be used as an edge in fighting, training etc. Maybe everytime you use it there is a chance of a hefty hospital visit.
