If it has not been posted here before, this fella 11542 JumianEX is a serial thief of gang weapons.

Though Dissidence will not be letting him leave the hospital for quite some time, if he actually gets a chance to play and/or apply to your gang, it would be in your best interest to simply hospitalize him.
