It makes since that in jail we'd be busy doing other drek but we would still have some time to plot our escape for example. Maybe our AP could go up, albeit at a much slower rate, to give a lil extra boost to escape attempts.

You can't perform any actions while in jail. You are being punished for crimes while in there, you can have energy, that's it. The only action you get in jail is to be raped.
