I don't think people should focus soo much on a level and losing to a certain level player. We all know there are stronger lower level players and weaker high level players. I remember beating the snot out of a higher level BigRod when I was many levels below him. Seems his strategy was quick level and then train like a beast. It seemed to have worked for him.

I think if it weren't for people looking for easy high-level targets, it's probably good to do the BigRod tactic. But since you have others hunting the easier battles, you are almost forced to balance, or go stat heavy.
