maybe like a cash machine idea.
you have 1 bank in say downtown district, which you can deposit money and withdraw.
and in the others you have the ability to withdraw money if you need it, but you can't deposit.
this would be more realistic.

I really like the loan idea....i have been trying to upgrade my house, but it takes forever unless you donate and if you don't have the cash to donate then you are S.O.L.
