Sure does. I am sure emails or chat logs would contain the information from both sides if an alliance was formed.

I know I am not. I still have a redwing tag..... Alliance is 2 separate gangs. A merger is the joining of 2 gangs under 1 gang name or header.

Saying "an alliances is usually a joint effort..." is a more of a comment on what you believe most people would consider an alliance to be, not what you believe an alliance to be. You never clearly stated, or even alluded to, whether that is how you would also define what an alliance is.
