Big difference,
noticed it personally,
and Zen has said in several threads that character level has a big impact on crimes

A level 30 with 5 intel will get about the same result as a level 16 with 20 intel in the meth crime.
Level do matter a ton if you dont have the work stats. No idea if it has the same effect for battle stats.
