As far as disclaimers,
it's the right and perogative of any webhost, admin, what have you to refuse service to any individual for any reason.
Basically,
the way I've seen it,
it's just a way to say that someone has violated the terms of use, abused the rules, or what have you, but perhaps in a way that isn't explicitly detailed as an actual "rule" or violation.
Basically takes away the argument of, "Well, it never actually
says anywhere that that's against the rules..."
