That is the total number of gangs in AL, according to the GP's pantheon.

Most, I guess, are inactive.

Let's say 51 are active.

We're talking 10 millions AL $ that are wasted, unoccupied or with sleeping corpses.

After a while (a year let's say) couldnt they be just removed, destroyed, or given to the poor? (a lil like the career boots)

I think the inactive gangs should degenerate their GP as they sit inactive.

No, they earned that stuff and it shouldn't be taken away from them.

Well, it's good that there are inactive gangs. it helps the small gangs.
