Skill is not as balanced as we say it is.
Player who started the game earlier, will definitely have a huge advantage over other player in skill who started 2 months later. To even up the odd, new player will need to work on their stats twice as hard to catch up.
Personalized weapon on the other hand, its a lost in investment. So, who would do it?
When the new player is seriously about catching up, they might go for that extra mile, even tho, its a lost in investment.
It's just an option. Get an increase in damage doesn't come for free. Just like the borg implant. When there is a cost and a lost, player would less likely to do it. Its the same idea. But, its apply to a weapon.
