doing attacks. Leaves to be specific, also busting people out of jail gets you decent xp.
Use all ap to bust early on. The gains over costs are not proportional at all, in favor of gains, and you can't make much from crimes which gives more of an edge to busting. Once the exp you can earn per attack begins to be higher than the average bust exp, start doing more crimes.
