yeah, I think a maximum of one war between any two gangs is sufficient.

It's just that I don't see a point in declaring again what is already known.

It's a "my dad is stronger than yours" situation.

X declares war on Y and Y violently fight back with a big " No man, I declare war on you!".

Could make it so that if both sides declare, 2 respect points are transferred per kill. Obviously if they both declare, they are out for blood and not just farming points

that's actually a very good point indeed... with respect amounts going up, declaring war both sides doubling respect taken could be interesting indeed.
