You sure?

I don't think this is true.

That's right...you rank can only go as high as you intel level.

Hmm...

Well... I had an intel of 5 and achieved a 5 in shotgun. I continued to train it (and it let me)... so it wouldn't have let me take the test then?

I've since upped my INT to 7... so no worries now... but it wouldn't have let me test if I didn't?

Learn something new every day.

5.) You hit for 1073 points of damage. (xx) resists 20 for a total of 1053 damage. <-- My first crit over 1K - no candy. :-) 2/14/10

29.) You hit for 1120 points of damage. Xavier Halcon resists 54 for a total of 1066 damage. <-- 2/15/10!

Yea you would have been able to study but wouldnt have been able to take the test until you had increased your intel.

At level 0 you get between 5 and 15 points per study, then the minimum and maximum increases by 1 for every rank you gain. If you're level 4, then you should get between 9 and 19 points per hour studied.

And yes, if your rank is the same as your intel, you wont be able to test, the option will be there but I think you will get a message stating you can't until you get higher intel.
