Depends on what kind of connection you have, but the range is close to each other..So, it's not like you're going to have a CA IP one day, then a European one the next.

Your IP address is set to your household or workplace by your internet provider. It can only be changed by getting a new service from a different provider or asking for a different IP.

Negative. That is only if you have a static IP. A dynamic IP can change.
