no...its based on total damage done relative to 100%, player level average, gang member size, and if members are in the hospital from anything other than a gang battle

oh yeah...i think the lowest points available assuming no members in the hospital of a 3 man gang all low levels is 20....if memory serves me

there is a base number of points worth that all gangs start at
