Admins here ALWAYS listen, the response may be due to different factors...such as having GCD being used to prevent another gang from farming points....or having to deal with people who are causing so much trouble atm, that they can't deal with legitimate and fair requests of those that aren't.
If you have such a prob with the game, or the admins, then LEAVE!
