I am sorry for my ignorence as this has probably been addressed before. but what exactly is the "needed a refresher course with bubba" jail sentence for? ie. what did the person do to get that sentence, and what makes the sentences longer/shorter.

I think its for refreshing a page to many times.

Only way you can get thousands of jail minutes from refreshing is if you do it an obscene amount of times. By the 2nd time players should realize they can't refresh things since that's what the screen states.
